Dr. Howard A. Smith received his Ph.D. in Public Administration from The George Washington University in 2007. He earned an MBA, with Distinction, from Cornell University in 1990, and a BA from New College of Florida in 1986. From 1990 to 2007 Dr. Smith evaluated, analyzed and supported agencies of the US federal government, first as an evaluator with the US General Accountability Office, and later as a consultant and executive with federal contractors focused on management issues. His functional areas of research and teaching expertise are in performance measurement and management, data analysis, risk analysis and information management. His topical areas of focus are in border security, especially immigration issues, and in homeland and national security.
