POSITION DESCRIPTION/CLASSIFICATION

CLASSIFICATION PLANS - ADMINISTRATIVE & PROFESSIONAL AND SUPPORT PERSONNEL POSITIONS

The University shall administer the State University System A&P and Support Personnel Classification Plans as established by the Board of Regents which shall consist of:

    a) all approved classes of positions,

    b) the class specifications for all approved classes of positions,

    c) the allocation of each position to its proper class, and

    d) the rules and regulations governing the administration of the plans.

No action shall be taken to fill a position until it has been classified in accordance with the applicable Classification Plan.

A current position description for each established position shall be prepared in accordance with the applicable Classification Plan.

A classification action will be taken to initially classify an authorized position, to change the existing classification of an established position, or to effect any other classification change based upon the duties and responsibilities assigned to a position.

The position description shall include an accurate description of the duties and responsibilities normally assigned the position, and for Support Personnel positions, specify the job-related knowledge, skills and abilities required for the position.

The position description shall serve as the official record of the duties and responsibilities assigned to the position and shall be used to determine the classification for the position.

The incumbent of a position shall be given an opportunity to review, sign and receive a copy of the position description.

The classification of a position shall be subject to an audit by the Department of Human Resources. If it is determined by the Department of Human Resources that the duties and responsibilities assigned to the position are not in accordance with the allocation factors contained in the SUS class specification, the position may be reclassified.

The effective date for Support Personnel classification actions shall not be retroactive unless otherwise approved by President.

When a position is affected by a classification action, pay for the employee filling that position shall be determined in accordance with the provisions of the applicable Pay Plan.

Procedure

New Positions:

Requesting Department
To establish a new position, verify with the Budget Office the position numbers for all authorized positions in the department (position numbers are shown in the University's operating budget), the account number(s) assigned to each position, and the budget rate for each position.

Prepare position description form(s) and an organizational chart indicating position numbers for all newly authorized and currently established positions in the department.

Transmit completed form(s) to Human Resources with a cover memorandum indicating the position number(s), proposed classification title, and account number.

Department of Human Resources
Review position description and organizational chart for accuracy, and comparability to SUS classification specifications.

Recommend classification title or, if necessary, seek additional information or clarification by telephone, letter or personal visitation with employee or supervisor.

Notify requesting department, Budget Office, and appropriate officials of approved classification.

Advise requesting department to begin employment procedure to fill classified position(s).

Personnel Cyclical Audit:

Department of Human Resources (Classification Section)
Provide systematic review of all A&P and Support Personnel positions for the University.

Request from each Vice President a priority schedule for the departments within their respective divisions.

Vice President
Identify classification priorities and schedule the cyclical audits according to priority.

Transmit schedule to the Office of Human Resources.

Department of Human Resources (Classification Section)
Conduct classification orientation meeting with the employees to be audited.

Provide the necessary instructions and position description forms.

Requesting Department
Prepare position description(s) and an organizational chart indicating position numbers for all established positions in the department.

Transmit completed forms to the Office of Human Resources.

Department of Human Resources (Classification Section)
Conduct position audits and review descriptions for accuracy, comparability to SUS classification specifications.

Recommend classification title or, if necessary, seek additional information or clarification by telephone, letter or personal visitation.

Notify requesting department and University Budget Office of approved allocation of classification.

Advise requesting department to begin employment procedure to fill any vacant reclassified position(s), and/or to prepare the necessary documents to place the incumbent(s) of reclassified position(s) in the appropriate class and salary.
