State Moves Ahead with Affordable Care Act

In July, a federal decision delayed until 2015 the implementation of a mandate that employers provide affordable health coverage to employees that work an average of 30 hours per week. However, the state of Florida has announced it plans to continue with its implementation of the ACA in 2014.

The state is currently working with FGCU and other state agencies to establish reporting requirements for the eligible employee populations. Any employee (OPS, students, Adjuncts, etc.) who meet the criteria will be offered an opportunity to enroll in various insurance programs by this fall’s Open Enrollment period.

Coverage and plan options—which will take effect Jan. 1, 2014—will be similar to those presently offered to benefits-eligible faculty and staff. The health plan will include both an employer and employee contribution, while supplemental plans will be available at the employee’s cost.

State Reporting Requirements Necessitate Changes to ePAF processes
As part of the implementation of the Affordable Care Act, effective September 17 the state has issued additional reporting requirements mandating that FGCU capture and report hours worked for every university employee. Not only does this include hours worked and reported on Timesheets (paper or electronic using Web Time Entry), this also includes hours worked and paid via a stipend. These new requirements will assist the state in measuring and identifying those employees working an average of 30 hours per week or more who will now be eligible for insurance coverage. For weeks, the FGCU Benefits, HRIS and Business Technology Services teams have been examining the university’s processes and analyzing the data currently held in Banner to meet this newly mandated requirement.

In order to meet the state’s new reporting requirement, the ePAF process must be adjusted. It is essential for employees to be terminated in a timely manner to provide accurate data to the State for benefit enrollment, benefit eligibility and termination of coverage. Departments will now submit a termination ePAF for employees no longer working in their department; it will no longer be necessary for the department to email their HR representative to take out the future end date to make changes. Another modification on the Fixed Amount or Stipend Position ePAFs is the addition of Hours per Day; will allow for more accurate measurement of the employees’ hours worked on those positions where hours are not entered into Gulfline.

Details Announced for 2013 Faculty and Staff Salary Increase Program
In a message “From The President’s Desk” dated June 18, 2013, President Bradshaw announced that FGCU would provide 2013 salary increases to eligible faculty and staff.

The base salary adjustment will be computed according to the rate of pay in place on September 30, 2013.  Eligible staff will receive the greater of $1,400 annually (if base annual salary is $40,000 or less) or a 3.5% increase (if base annual salary is greater than $40,000) to base pay, effective October 1, 2013.

OPS employees—including post-doctoral associates, housing staff and adjunct faculty—are not included in the salary increase program.

Open Enrollment runs October 21 through November 8
Each year, FGCU’s benefits Open Enrollment period provides a window of time for employees to make changes to their insurance plans. This year’s Open Enrollment begins October 21 and ends November 8. FGCU’s Benefits Fair—which hosts various insurance and retirement vendors—will be held Thursday, October 17 in the Cohen Center Ballroom from 9 a.m. to 3 p.m. During Open Enrollment, all state-sponsored plans will be available for elections and changes. FGCU’s Health Center also will be on hand to administer flu shots for only $15.

Changes made during this Open Enrollment period will be effective January 1, 2014. Employees are encouraged to make their elections early. All transactions must be completed by the November 8 deadline.

In preparation for Open Enrollment, employees making changes to state benefits via the People First system should begin updating their expired People First passwords and validating their addresses in order to receive critical Open Enrollment mailings by no later than September 20.

To reset expired passwords, log into the People First web site and review instructions on lost or forgotten passwords. Be sure to contact People First with status changes
FGCU employees experiencing a "qualifying status change" should contact University Benefits/Records as soon as possible to ensure their benefits are properly adjusted for the remainder of the plan year. Employees have 60 days after a qualifying even occurs to make coverage changes.

Additionally, all qualitying status changes must be made via the People First website or by calling the People First Service Center at (866) 663-4735 within 60 days of the QSC event. HR cannot make the change for QSC events.

A qualifying status change includes any of the following:

  • Start of or return from leave
  • Marriage
  • Termination
  • Birth or adoption of a child
  • Death or ineligibility of a dependent
  • Court order pertaining to children (i.e., legal guardianship or a divorce decree)
  • Change in FTE
  • Gain or loss of other coverage
  • Eligibility for Medicare or Medicaid
  • Change in spouse's employment
