Employee Handbook
The Employee Handbook has been updated and is available for your reference online at  The Employee Handbook is intended as a guide for policies, procedures, benefits, and general information which should assist you during your employment.

Open Enrollment Dates

This year's Benefit Open Enrollment period begins September 22nd and runs through October 17th.

During this time, you will be able to enroll in, change, or cancel your health insurance, life insurance, Flexible Spending Accounts and state sponsored supplemental insurance benefits.

The People First Service Center will be available to respond to general inquiries about Open Enrollment starting September 15th.  However, the Service Center will not be available to accept Open Enrollment elections or changes until September 22nd. To contact People First, call 1-866-663-4735.

Remember, the choices you make during Open Enrollment will take effect January 1, 2009 and remain in effect through December 31, 2009, unless you experience a 'qualifying status change' event.

You should consider your needs and available benefit options carefully in order to make the best possible choices for the 2009 Plan Year.

Benefits Fair

The Annual Benefits Fair will be held on Wednesday, September 24, 2008, from 9 AM to 3 PM in the Student Union Ballroom.

Insurance and retirement vendors will be available to discuss plan details and answer any specific questions you may have. Make plans to attend to learn more about your benefits to assist with your Open Enrollment decisions.

  • Register at the Human Resources table and pick up your 'Admission Ticket’ to find out how to become eligible to win one of many fabulous door prizes.
  • SAC will be providing refreshments from 9 to 11 AM and hosting an Ice Cream Social from 1 to 3 PM.

Postcard reminders will be mailed to all Faculty & Staff in the coming weeks.  Turn in your prelabeled postcard at the Human Resources registration table at the Benefits Fair for a chance to win a special door prize.

Benefits Statements

Employee Benefit Statements will be mailed by People First to employee home addresses in mid September.

This mailing will include information specifically pertaining to State sponsored benefit options, along with a benefits statement summarizing your current elections.  Upon receipt, please check your benefits statement carefully to ensure it is accurate. If you find any discrepancies, please contact the People First Service Center at 1-866-663-4735.  Employees who do not receive their “State” benefits summary may call the People First Service Center to request a copy or go online to the People First web site to view and print their own. 

Remember, your benefits statement will only detail the State sponsored benefits in which you are currently enrolled. It will not include information on University sponsored benefits such as Long Term Disability.

Human Resources will be distributing UnitedHealthcare and Avmed HMO packets via campus mail.  However, brochures detailing supplemental plans such as dental, cancer, etc. will not be distributed.  To review supplemental plan brochures, visit the People First web site or call 1-866-663-4735 to request a copy.

Brochures, information and/or forms for University sponsored benefits can be found in the Benefits section of the HR web site.

2009 Plan Changes

Employees should watch for a number of changes to State sponsored plans during the 2008 Open Enrollment period. 

Highlights of the plan changes include the following:

  • A new vision care program, offered through Human Specialty Benefits, will be offered for the 2009 Plan Year. Two plan options will be offered. 
    • VCP Exam & Materials
      Employee  - $2.93 biweekly
      Employee & Spouse  - $5.78 biweekly
      Employee & Child(ren) - $5.72 biweekly
      Family - $8.99  biweekly
    • VCP Materials only
      Employee  - $2.18 biweekly
      Employee & Spouse  - $4.30 biweekly
      Employee & Child(ren) - $4.25 biweekly
      Family - $6.69  biweekly

  • Rates changes associated with the dental plans include: 
    • Assurant Dental HMO
      Employee  - $6.80 biweekly
      Employee & Spouse  - $11.49 biweekly
      Employee & Child(ren) - $14.87 biweekly
      Family - $17.43  biweekly
    •  Cigna Dental HMO
      Employee  - $12.54 biweekly
      Employee & Spouse  - $22.53 biweekly
      Employee & Child(ren) - $26.51 biweekly
      Family - $32.17  biweekly

How to Make Open Enrollment Changes

Beginning September 22nd , employees will have three ways to enroll in, change, or cancel their benefit elections for Plan Year 2009:

  • People First Service Center Enrollment - Service Center Specialists can be reached at 1-866-663-4735 Monday through Friday 8:30 AM - 5:30 PM, Eastern Time.
  • Paper Enrollment Forms – You can request forms from a People First Service Center Specialist by calling 1-866-663-4735 or access enrollment forms online on the People First website.

Don’t remember your People First User ID?  Your State of Florida Benefits Statement will include your People First User ID which is required to log into the People First web site.  

Don’t remember your password?  Please refer to the March 2008 issue of HR Updates for information on resetting your People First password or call 1-866-663-4735.

Due to an anticipated high volume of system activity during Open Enrollment, we encourage employees not to wait to the last minute to make their 2009 Plan Year benefit changes.

If you do not wish to make any changes to your current benefits, there is no action required on your part.  Your current benefits will rollover for Plan Year 2009.

As in years past, Benefit Confirmation Statements will be mailed to all employees who made benefit election changes.

Employees will have until 5:30 PM, Eastern Time, Friday, October 31, 2008, to contact the People First Service Center in order to make corrections to their Confirmation Statement.

Flexible Spending Accounts Reminder

Your current Flexible Spending Account (FSA) contribution amount will be continued at the same amount for Plan Year 2009 unless you elect to change your annual contribution amount or cancel your FSA participation during Open Enrollment.

FSAs include the Medical Reimbursement Account, Dependent Care Reimbursement Account, and the Limited Purpose Medical Reimbursement Account (used in conjunction with a Health Investor Plan - high deductible health plan).

"Getting on Board with Human Resources" (Formerly Known as "Payroll Sign On")

To better facilitate the University’s growth and its developing needs, effective August 25th, Human Resources has changed the times new employees will visit HR to complete their “Getting On-Board with Human Resources” Program.

  • There will now be 5 available times for OPS to complete sign-on information!

Tuesday: 12:00, 1:00 or 2:00

Wednesday: 3:00 or 4:00    

  • New employees must arrive promptly on the hour. New employees must download and complete the sign-on packet available on the HR website, prior to their “On-Board” Program. New employees arriving late to a session will be required to attend a later session.
  • With the additional times made available to complete “Getting On-Board with Human Resources”, OPS employees should not expect to schedule individual appointments outside of these times.
  • Faculty, A&P, and USPS new employees will be scheduled an appointment to complete the program on their first day of work. This appointment will be stated in the Letter of Offer sent to the new employee.
  • Please feel free to contact HR (590-1400) with any questions about “Getting On-Board with Human Resources”.

Thank you for your help ensuring all employees complete their “Getting On-Board with Human Resources” program on or before their first day of FGCU employment.

Department Orientation for New Employee - A Guide for Supervisors

When an employee begins a new job, it is important that s/he feels informed, comfortable, supported, and prepared to handle the responsibilities of the new position.  A well-planned, organized and thorough approach to orienting an employee to a new position can enable the employee to assimilate more easily into the University Community and become a key contributor to the department more quickly.

The following “Department Orientation Guidelines” (click here to download) have been developed to assist departments with their segment of the orientation process.  The list, which is organized by time period, includes activities and discussions which will promote a new employee’s understanding of the University, department, and new position.  Departments should determine those items which are relevant to the new employee and tailor an orientation process to meet the needs of the individual.
