A major component of the Assessment Plan is the administration of = the Quality of Residential Life Survey.=C2=A0 This survey was developed = and administered during this planning cycle.=C2=A0 An executive summary = was=C2=A0prepared and results were reviewed by OHRL staff.=C2=A0 = Specific data from this survey were used to set unit goals for = 2006-2007.=C2=A0

In addition, a report responding to the specific measures outlined = in the Assessment Plan is currently being = drafted.

Specific goals for improving the unit's services were set in May = 2006.

One area in particular that data suggest requires improvement is = maintenance services.=C2=A0 During this planning cycle, the unit = received support to establish a new position (maintenance = superintendent) which was filled in April.=C2=A0 In addition, the = director has submitted a request for an additional maintenance mechanic = position effective FY07.

Data pertaining to collections (rent payments) suggest that the = unit needs to improve its communication=C2=A0and follow-up with students = regarding=C2=A0delinquent accounts.

Goal 2:=C2=A0 Meet the accommodations = needs of (future) students who desire to reside on the = campus.

A variety of material from conference proceedings, professional = publications and even popular media pertaining to trends in on-campus = student housing=C2=A0was collected throughout the Fall semester.=C2=A0 = The Director consulted on a regular basis with the architect and = developer who have been associated with FGCU since the inception of = on-campus housing to obtain information about current trends in student = housing.=C2=A0

=C2=A0

The Director also participated in the campus master = plan=C2=A0meetings as a member of that committee; the consultants hired = to assist the University with the campus master planning = process=C2=A0were also hired to complete a master plan for housing = development on the south end of the campus.=C2=A0

In November, the Director completed a discussion=C2=A0paper = outlining considerations for future housing including the physical = arrangement and program offerings and services.=C2=A0 Preliminary = designs for=C2=A0construction of future on-campus housing have been = completed.=C2=A0

In January, information was presented to the Finance Corporation = Board for input; the preliminary master plan was supported by the = Board.=C2=A0

Discussions are currently underway regarding the floor plans of the = facilities as well as the timeframe for construction of each phase of = additional housing.

Attainment of this goal=C2=A0has to = date resulted in=C2=A0strategic plan for=C2=A0the south campus = development such that this future on-campus housing will in fact meet = the needs of students.=C2=A0 It also has ensured that decisions = regarding staffing, program development, and marketing will = be=C2=A0timely and in support of the overall mission of the unit.=C2=A0 = The results of the work completed to date=C2=A0in achieving this goal = suggest that future on-campus housing should offer a diversity of styles = of housing as well as some programs targeted toward specific student = groups (i.e.=C2=A0FTICs) in order to better support the social = transition and academic success of all students who live in = residence.

To date, no specific programs targeting students from = under-represented groups have been offered.=C2=A0 One such program was = planned but then cancelled due to severe = weather.

Assessment of this goal has=C2=A0been = partially completed.=C2=A0 The primary measures of goal attainment were = the retention rate (from Fall to Spring and Spring to Fall) of students = from under-represented groups and degree of satisfaction for these = students as reported on the QRLS.=C2=A0 Survey results for students from = under-represented groups indicated no difference in their satisfaction = as compared to all students who responded to the survey.=C2=A0=C2=A0The = unit has not yet written a report to measure the retention rate of = students from under-represented groups but should be able to complete = this task during the summer semester.

An evaluation of the current maintenance staffing resulted in the = establishment of a new position, maintenance superintendent.=C2=A0 In = addition, a third maintenance mechanic position has been = requested.

Inspection reports and budget = documents serve as evidence of project completion.=C2=A0 The Work Order = Completion report and the Work Order Satisfaction report were piloted = but not fully implemented due to the resignation of a key staff member = who was responsible for these reports.=C2=A0 The results of the QRLS = indicate that resident satisfaction with maintenance services is lower = than for all other programs and services featured in the = survey.

Rationale:

Maintenance Mechanic
Facility maintenance and = repair is becoming a more predominate issue given the age and occupants = of the on-campus residential buildings.=C2=A0 Work orders have exceeded = 2000 for a 12 month period and the current staff (2) is not able to = respond in a timely manner to many of those work orders that are not = deemed emergencies.=C2=A0 Apartment-style student housing presents = challenges not present with other types of student housing primarily = because of kitchens, bathrooms and HVAC systems that are more = residential than institutional in their design and materials.

=C2=A0

Receptionist
Since the establishment of the = on-campus residential program, the main reception desk in the Housing = Commons has served as the primary service center for current residents = as well as prospective students and parents.=C2=A0 Given the growth of = the program, it is necessary to establish two points of contact - one = for current residents and one for business operations, prospective = students, and parents.=C2=A0 Currently and in addition to a number of = other responsibilities, the Office Manager answers all telephone calls = related to business operations as well as inquiries from prospective = students and parents.=C2=A0 This new position would be primarily = responsible for answering and either addressing or routing to the = appropriate individual all calls that come into the administrative = offices.=C2=A0 This would allow the Office Manager to provide more = support to the Director and Associate Director, while continuing to = handle all other current responsibilities.=C2=A0 (Note - Telephone = system will be revamped in January 2007.)

Maintenance Helper (OPS)
With the addition of a = maintenance helper, those work orders that do not require any particular = expertise can be handled by this position, making better use of the = maintenance mechanics to tackle more complicated repairs.=C2=A0 In = addition, some repairs do require two people; using the helper is again, = a more efficient use of time and talent in these circumstances.

Graduate Assistant for Judicial = Programs
Currently, the judicial program within the OHRL is = managed by a Resident Director (with back-up from the Associate = Director).=C2=A0 (This Resident Director is also responsible for the = staff and students in 11 buildings.)=C2=A0 With over 225 judicial cases = annually, management of this process is time-consuming.=C2=A0 This GA = would provide support by handling those aspects of the judicial process = that do not require the expertise of a Resident Director such as = reviewing incident report forms for clarity and thoroughness, conducting = informational meetings with students (first step in the process for each = student), and generate the letters to students as required by judicial = policy.

=C2=A0

Graduate Assistant for Staff & Student Leadership = Development
Currently, student and staff leadership = development are areas of responsibility within the OHRL that are managed = by two Resident Directors.=C2=A0 One Resident Director handles (RA) = staff in-service, development, and training.=C2=A0 The other serves as = the advisor to the Resident Housing Association (RHA). (Both of these = Resident Directors are also responsible for the staff and students of = 10-11 buildings.)=C2=A0 This GA will have responsibility for some of the = tasks associated with staff and student leadership that do not require = the expertise of a Resident Director such as revision of the RA manual, = implementation of larger scale academic and leadership programs, and = advising the National Residence Hall Honorary.=C2=A0 =
