Coast University - Charter Ratification and First Year Election
Procedures |

| 1. CHARTER RATIFICATION: |
| |
1.1. The proposed Charter must receive an affirmative two-thirds
vote of the Interim SAC before the proposed Charter is presented
to the Administration Liaison for review. The Administration
Liaison shall either indicate support of the Charter or refer
the Charter to the Interim SAC for reconsideration.
1.2. The proposed Charter will be distributed by email to
Staff for review and feedback.
1.3. The Interim SAC will solicit feedback from the Staff
for one week following the initial distribution of the Charter
draft.
1.4. The Interim SAC will convene to review and compile feedback
from the Staff. Revisions may be made at this time based on
Staff comments.
1.5. The revised draft Charter will be presented at a Staff
Assembly.
1.6. The proposed Charter will be voted on by Staff and must
receive an affirmative two-thirds (2/3) majority vote for
ratification. Voting will be conducted by secret ballot. |

| 2. NOMINATIONS, ELECTIONS,
AND TERM OF OFFICE FOR FIRST YEAR: |

2.1. NOMINATION/ELECTION COMMITTEE FOR FIRST YEAR. The
Interim SAC President will appoint a Committee Chair and at
least four (4) members who are not running for election from
the University Staff Members. The committee will design and
distribute nomination forms and ballots, solicit nominations,
and prepare a calendar designating dates for nominations,
voting, counting of ballots, and notification of elected members.
This schedule will be designed to ensure that elections are
completed prior to the June SAC meeting, when officers will
be elected.
2.2. NOMINATIONS FOR FIRST YEAR. Nominees will be presented
at the Annual Staff Assembly.
2.3. ELECTIONS FOR FIRST YEAR. Each Staff member may vote
for up to six (6) A&P candidates and six (6) USPS candidates,
respectively.
2.3.1. Elections will be conducted by secret mailed ballot
addressed to each Staff member. The ballots are to be returned
to and tallied by the Nomination/Election Committee.
2.3.2. Ties will be decided in favor of the candidate with
the earliest FGCU hire date.
2.3.3. The Interim SAC President will immediately notify elected
candidates of their election to the SAC. The Interim SAC Secretary
will communicate names of newly elected SAC members to the
University community.
2.4. TERMS OF OFFICE FOR FIRST YEAR
2.4.1. Terms of office will begin on June 1st. Half of the
SAC members will serve two (2) year terms and the other half
of the SAC members will serve one (1) year terms. All members
shall be eligible for re-election. First year terms of office
for the SAC will be determined as follows:
2.4.1.1. The top three (3) vote tallies in each category
(USPS and A&P) will be elected to two (2) terms.
2.4.1.2. The candidate with the next highest vote tally
will be elected to a two (2) year "at large" term.
2.4.1.3. The next three candidates with the highest vote
tallies in each category (USPS and A&P) will be elected
to one (1) year terms.
2.4.1.4. The candidate with the highest vote tally among
those remaining will be elected to a one (1) year "at
large" term.

Thanks to each one of you who took time out of your
busy schedules to attend SAC's Special Assembly this morning. It
is gratifying that so many of you have an interest in our activities,
and were willing to give of your time to effect these important
changes to the way SAC operates. As an added bonus, I'm sure that
everyone found President Merwin's presentation very informative.
Listed below are the results of the balloting.

is to facilitate effective communication between the
Staff, the President and the Administration. As a proactive
partner in the university decision-making processes,
SAC will provide a forum that will directly address
the issues and concerns of the staff of Florida Gulf
Coast University, and strive to ensure a campus climate
that reflects a strong, enthusiastic and positive quality
work life." |

| 1. MEMBERSHIP: |

1.2 The SAC shall consist of sixteen (16) elected members,
eight (8) USPS employees, eight (8) A&P employees,
and two (2) employees deemed at large. To be eligible
to serve on the SAC, an employee must have completed
one (1) year of service in an A&P or USPS position. |

terms of office.
