FGCU Developing Professional Certification Program
for Florida Elections Professionals
FORT MYERS, FL-The Florida Institute of Government at Florida Gulf Coast University was recently awarded a contract from the Florida State Association of Supervisors of Elections (FSASE) to develop a comprehensive, multi-level program for state certification and credentialing for supervisors of elections and their staff.
Supervisor of Elections in Sarasota County and president of FSASE Kathy Dent reports, "Even though my staff members constantly receive compliments for excellent service, I believe that all of us need to keep learning to stay current and informed to best serve the public. Having a professional designation for the state of Florida will go a long way toward increasing voter confidence."
Program development is centered on a three-tiered approach to certification with each level offering more complex content, activities and projects in the area of elections law, human resource management, administration and technology. An elections supervisor or staff member must not only demonstrate clear understanding and application for every course, but also must successfully complete an end-of-level assessment and a relevant project.
The targeted roll out time frame for training courses is early 2009, with research and development conducted in 2008. Each of the 67 Florida counties will be contacted through focus groups, telephone interviews and online surveys. Recommendations based on total input will be channeled through FSASE's Certification Committee, chaired by Supervisor of Elections in Okeechobee County Gwen Chandler.
Director of the Florida Institute of Government Joanne Hartke is overseeing the project.
