FGCU Professor Participates in International Law Program in Brazil

FORT MYERS, FL - Florida Gulf Coast University professor in the Division of Justice Studies Pamella Seay was an invited presenter at the third annual "Conference for Latin-American Law and International Relations," held in Belo Horizonte, Brazil, Sept. 5-7. Seay spoke on "The Evolution of Ethics in a Changing World: Global Dilemmas in International Law."

The three-day program concentrated on the challenges facing international legal practitioners, especially in the area of environmental law. A question that often arises is whether an attorney should be required to advise a client about the impact of their actions on the environment. Seay noted that international lawyers may have a duty to inform their clients about the social and environmental impact of their proposed conduct, however that duty is not common across borders.

Seay's presentation referred to a need for creating common standards of professional conduct for lawyers in international matters. "Different interpretations and differing mandates about the duties owed to clients or to country have caused considerable difficulties for both businesses and governments," Seay said.

The presentation was based on extensive research that Seay has been conducting not only between North and South America, but also with other nations including China.

The Federal University of Minas Gerais Law School co-sponsored the event, which also featured a moot court competition based on a hypothetical dispute under the Mercosur/Mercosul treaty. Combined with the COLADRI Colloquium, the event brought together experts in international law and the environment from across North and South America.

Seay teaches law courses in the College of Professional Studies at FGCU, and is a member of the Executive Council of the International Law Section of The Florida Bar and has been certified in International Law by The Florida Bar since 2001.
