Regulatory Compliance Committees

Compliance Committees provide FGCU researchers assistance in complying with the various federal, state and university regulations. They are the:

  • Institutional Animal Care and Use Committee (IACUC) – Research and teaching projects involving animals
  • Institutional Review Board (IRB) Research involving human subjects
  • Research Safety Committee (RSC) – The office of Research & Graduate Studies (ORGS) and the Research Safety Committee (RSC) collaborate with Environmental Health & Safety (EH&S) and the Institutional Safety Committee (ISC) to monitor research related projects and activities involved with safety issues, especially safety issues resulted from an externally funded research project.

The FGCU Institutional Animal Care and Use Committee (IACUC) reviews all research and teaching projects that involve the use of or possible impact on animals to ensure compliance with federal regulations. The IACUC review ensures that the use of animals is justified and any animal pain or suffering is minimized. Applications are accepted by ORGS on behalf of the committee at any time.

The FGCU Institutional Review Board (IRB) reviews all research activities involving human subjects. The IRB ensures that the rights, safety and welfare of human subjects are protected as mandated by the appropriate federal regulations, state statutes and university guidelines. Research with human subjects may not be conducted prior to receiving IRB approval.

Research Safety Committee (RSC) Guidelines

ISC — Institutional Safety Committee

The Office of Environmental Health & Safety (EH&S) and the Institutional Safety Committee (ISC) lead the effort to oversee and monitor campus-wide teaching, research, and service projects and activities involved with safety issues.

RSC — Research Safety Committee

The office of Research & Graduate Studies (ORGS) and the Research Safety Committee (RSC) collaborate with EH&S and the ISC to monitor research related projects and activities involved with safety issues, especially safety issues resulted from an externally funded research project.

EFRP — Externally Funded Research Project

ORGS oversees, manages and monitors all externally funded research grants and contracts. An EFRP must have an Internal Clearance Form (ICF) submitted to the ORGS for review and approval prior to submitting a grant application to the funding agency. A project is not categorized as an EFRP without an ICF process and approved by ORGS.

RSC Membership

Due to the wide range of scopes in different research projects and activities, RSC members with different expertise are needed to review safety related issues involved in different research projects or activities. Therefore, there may be more than one RSC formed for different research projects or activities.
The Research Compliance Coordinator (RCC) of ORGS will coordinate the effort to form an RSC by including the following members:

  • The Chair of the ISC
  • The Director, or designee, of EH&S
  • (2) FGCU faculty with the same, or similar, research expertise
  • (1) External member with the same, or similar, research expertise — Optional
  • The ORGS RCC

The ORGS RCC will organize RSC meetings. ORGS will provide administrative support for RSC meetings. It is desirable that a faculty member serve as the RSC Chair, although the ORGS RCC can lead the RSC during the review process.
